a) monetary assistance for the Lebanese Armed Forces, training and empowering a reservist program in every district in Lebanon (15). Also train women for non-combat roles within the Armed Forces.
Funding can be provided to a trusted Canadian charity for education such as the Sisterhood of Diman Foundation or the Canadian Red Cross.
Assist in providing the Lebanese Armed forces in sourcing border control technology, training and help in securing all borders in preparation of peace with its neighbors.
Funding can also be provided directly to the Lebanese Armed forces for training and for purchasing technology and equipment, or through the United Nations organizations responsible for fulfilling United Nations’ resolutions pertaining to Lebanon. UNIFIL (United Nations Interim Force in Lebanon) whose mandate is expected to phase out next year will require a contingency plan to be put into place.

b) monetary assistance for Education in Lebanon including adults, to help with enhancing the social fabric, diversity and inclusion among the communities. Funding can be provided to the Sisterhood of Diman Foundation who can partner with trusted Non Government Organizations (NGOs) in Lebanon.

c) efforts to assist a fact finding mission for Beirut blast through the United Nations Human Rights Council (UNHRC). The victims of the Beirut blast, which include Lebanese Canadians want closure, and part of that is to find the ones who are accountable. While some progress is being done, there needs to be an independent fact finding mission on the ground and the victims have put this forth through the UNHRC. A step forward, would be to recruit signatories for this mission to help it pass at the next sitting.

d) Sanctions or legal actions through the International Court of Justice against Lebanese officials for violation of human rights. The Lebanese diaspora in Canada can assist in providing the necessary information and work with the Government of Canada on special teams to provide facts.

e) Provide Technical Assistance to the Lebanese Government to create new and update existing policies pertaining to refugees and asylum seekers, including a policy framework to distinguish between Syrian Refugees and Syrian Economic migrants including a policy for Syrian Workers in Lebanon.
Funding can be coordinated with the appropriate ministries within the Lebanese government and with vetted NGOs. Vetting can be assisted through the Coordinating Committee of Lebanese Canadians (CCLC) and its members.
Prioritize assistance to Lebanese citizens being displaced due to the war in the South. Establish a policy that these citizens will return to their land after the war.

f) Identify potential Canadian Government resources, institutions, and partnerships that can help strengthen governance, institutional capacity, transparency, and reform implementation in Lebanon. Following years of political paralysis, including the extension of Parliament’s mandate, the postponement of elections scheduled for May 2026, and the continuation of conflict on Lebanese soil linked to wider regional tensions, Lebanon’s state institutions require urgent international support.
Identify appropriate NGOs in Lebanon in collaboration with the Lebanese government and allies of Canada to organize funding.
With President Joseph Aoun, Prime Minister Nawaf Salam, and reform-oriented Members of Parliament, Lebanon now has an opportunity to advance long-overdue political, judicial, economic, and administrative reforms. Canada can play a constructive role in empowering the Lebanese government during and after the conflict to help restore sovereignty, stabilize institutions, strengthen democratic governance, and prevent future threats to Lebanon’s independence, territorial integrity, and state authority.
This support may include parliamentary cooperation, technical expertise, public sector training, anti-corruption initiatives, judicial and electoral support, and institutional assistance aimed at reinforcing transparency, accountability, and the exclusive authority of the Lebanese state.

g) Assist Canadians of Lebanese decent in obtaining their identity documentation by providing the Embassy of Lebanon in Ottawa, the Consul General in Montreal resources to allow Canadian residents and citizens to preserve their identities. Lebanese who arrive in Canada are proud to become part of this country's mosaic of cultures, and since Lebanon is internally strapped of resources due to the ongoing conflicts, refugees and economic crises, we do not want this important ability to obtain one's identity papers to be compromised. This has been identified as a critical issue in the 2022 Lebanese elections, and we do not want a repeat issue in future elections.

h) Support the full implementation and enforcement of UN Security Council Resolutions pertaining to Lebanon, particularly UNSCR 1701, 1559, and 1680, in coordination with the Lebanese Government and the Lebanese Armed Forces. In light of the ongoing conflict along the Lebanon-Israel border and the broader regional escalation, Canada should advocate for strengthened international efforts to reinforce the ceasefire framework, protect civilians, support Lebanon’s sovereignty and territorial integrity, and prevent further escalation on Lebanese soil. This includes supporting an enhanced role for UNIFIL in coordination with the Lebanese state to help maintain stability along the southern border, assist with monitoring and de-escalation efforts, and support the management of humanitarian pressures, displacement, and cross-border security concerns.
Possible partnerships for funding may include any recognized and reliable charity in collaboration with the Lebanese armed forces. For example, the Canadian Peacekeeping Veterans Association in collaboration with the Canadian Red Cross and the CCLC. (Coordinating Committee of Lebanese Canadians).

i) Strengthen bilateral trade and economic cooperation between Canada and Lebanon in alignment with Canada’s current approach to diversified global partnerships and secure trade corridors with middle-power nations. Review and modernize existing bilateral agreements and frameworks to ensure they remain current, effective, and mutually beneficial. In anticipation of post-war reconstruction and regional stabilization, Canada and Lebanon can work proactively to develop secure, transparent, and sustainable trade opportunities, investment partnerships, infrastructure cooperation, and supply chain connections that support economic recovery, regional stability, and long-term prosperity.

j) In light of the ongoing regional conflict involving Gaza, Israel, and southern Lebanon, the Canadian Government is being asked to work with international partners to help protect Lebanon from further regional escalation and destabilization. Lebanon continues to face significant humanitarian, economic, and institutional challenges following years of financial collapse, political paralysis, border conflict, and pressure on state institutions. Canada should support diplomatic efforts aimed at reinforcing Lebanon’s sovereignty, territorial integrity, and state neutrality from wider regional conflicts, while recognizing and strengthening the authority of the Lebanese Government and the Lebanese Armed Forces as the legitimate representatives of the Lebanese state. Canada can also play a constructive role in building international consensus around the importance of preserving Lebanon’s stability, democratic institutions, and independence from external regional influence or armed non-state control.

k) Work with the newly elected Lebanase President, Joseph Aoun, and Prime Minister Nawaf Salam, after forming a government, to review existing treaties with Canada, including E101529. These treaties, along with international law should serve as the foundation for any bilateral discussions on reconstruction to ensure that Canadians can recover their deposists held in Lebanese banks. This marks an important next step as Lebanon transitions from a country in need of humanitarian aid to a global economic partner.
