Description of the organization's activities: The Canadian Coalition Against Terror (C-CAT) is a non-partisan advocacy body comprised of Canadian terror victims, counterterrorism professionals, lawyers and other individuals committed to enhancing Canada's counterterrorism policies.
Organization's membership or classes of membership: C-CAT's bylaws state that:Membership in the Corporation shall be limited to persons interested in furthering the objects of the Corporation and shall consist of (i) the directors of the Corporation during their tenure on the board, and (ii) anyone whose application for admission as a member has received the approval of the board of directors or its delegate in accordance with rules and policies established from time to time by the board of directors.

Subject Matter: Areas of Concern: deterrence of terrorism and treatment of terror victims
 
Subject Matter: Retrospective: In the last two months, we have been focusing primarily on writing legal memoranda pertaining to our proposed legislation. This legislation would allow victims of terror to launch civil suits against local and state sponsors of terror. We have also been researching legal issues pertaining to tax relief for terror victims, the protection of Canadians abroad, and Canada's citizenship laws. All of these issues fall under our general mandate of seeking to improve Canada's counterterrorism policies.
Subject Matter: Prospective: In the next 6 months, we intend to work with Senators in introducing in the Senate the legislation pertaining to civil suits (described in Retrospective section), and later on with the government in introducing it as a government bill. This will require meetings with Cabinet ministers, Senators, and MPs of all parties. We are also planning to speak with government officials about providing tax relief for terror victims, and creating regulations pertaining to certain Criminal Code provisions.
