Ottawa, – A fine of $20,000 was imposed on James Carroll on May 10, 2016, following his conviction in the Ontario Court of Justice for failing to register under the Lobbying Act.
“A second conviction under the Lobbying Act sends a message to lobbyists that non-compliance has consequences,” said Karen E. Shepherd, Commissioner of Lobbying of Canada.
“The outcome of this case adds to the general deterrence created by the first conviction in 2013.”
The prosecution of Mr. Carroll came after the Commissioner advised the RCMP on Nov. 8, 2013, that she had reasonable grounds to believe that an offence had occurred under the Lobbying Act. As required by the Lobbying Act, she immediately suspended her investigation of Mr. Carroll and referred the matter to the RCMP.
Mr. Carroll has 30 days to appeal the Court’s decision. The Office will have no comment during the appeal period.
