• The criteria options change depending what Document type you have chosen.
• To learn about each criteria type, click on the help icon once you have chosen a criteria type.

Document Types

The Advanced Registry Search allows you to indicate which documents you wish to search within the Registry. Depending upon your document type choice, the criteria types provided will change. When searching both Registrations and Monthly Communication Reports (the search default), only those criteria types which are found in both document types are provided. If Registrations only is selected, all criteria types pertaining to registrations are provided and finally, if Monthly Communication Reports only are chosen, all criteria types pertaining to monthly communication reports are provided.

• Document type choices include:
  • Registrations and Monthly Communication Reports: Results will include both registrations and monthly communication reports. See below for a description of each document types.
  • Registrations (active and inactive): Results will include registrations only — in any status. See below for a description of registration types.
  • Registrations (active only): Results will include active registrations only. An active registration is a registration which has no end date. See below for a description of the registrations types.
  • Monthly Communication Reports: Registrants (consultant lobbyists and responsible officers for In-house Organizations and Corporations) are required to disclose certain details regarding each "oral and arranged" communication with DPOHs. Information in a Monthly Communication report includes the date of the communication, the names of the DPOHs who participated in the communication and the subject matter category of the communication. Registrants are required to file all communication reports by the 15th of the month following the month when the communications took place.

• The registry contains the following document types:
  • Registrations: The Lobbying Act applies to individuals who are paid to communicate with federal public office holders on behalf of a client or their employer in respect of certain subjects. There are three types of registrations:
    • Consultant registration: A registration where an individual (consultant lobbyist) has been contracted by a corporation, organization or individual to communicate with federal public office holders. The consultant registration includes information on the consultant lobbyist and any federal public offices he/she has held, information on the client (including any government funding received) and other beneficiaries of the lobbying activity, particulars of the subject matter of the lobbying activity, the federal government institutions that are the target of the lobbying and the communication techniques expected to be used. The consultant is required to file a registration within 10 days of undertaking to lobby and to file monthly updates if there is new information to report.
    • In-house Organization registration: A registration where a not-for-profit entity employs one or more individuals any part of whose duties is to communicate with federal public office holders on behalf of the employer in respect of certain subject matter. The Lobbying Act requires that the officer responsible for filing returns (the most senior paid officer of the organization) register the organization. The responsible officer must file a return when lobbying constitutes a significant part of the duties of one employee or would constitute a significant part of the duties of one employee if they were performed by only one employee. The in-house organization registration includes information on the organization (including any government funding received) and its membership, a list of the employees who lobby on behalf of the organization and any federal public offices they formerly held, particulars of the subject matter of the lobbying activity, the federal government institutions that are the target of the lobbying and the communication techniques expected to be used. The responsible officer is required to file a registration within two months of when the requirement to register arose and to submit monthly updates if there is new information to report.
    • In-house Corporation registration: A registration where a for-profit entity employs one or more individuals any part of whose duties is to communicate with federal public office holders on behalf of the employer in respect of certain subject matter. The Lobbying Act requires that the officer responsible for filing returns (the most senior paid officer of the corporation) register the corporation. The responsible officer must file a return when lobbying constitutes a significant part of the duties of one employee or would constitute a significant part of the duties of one employee if they were performed by only one employee. The in-house organization registration includes information on the corporation (including any government funding received), its parent and any subsidiaries that has a direct interest in the outcome of the lobbying activity, a list of the employees and a list of the senior officers who lobby on behalf of the corporation and any federal public offices they formerly held, particulars of the subject matter of the lobbying activity, the federal government institutions that are the target of the lobbying and the communication techniques expected to be used. The responsible officer is required to file a registration within two months of when the requirement to register arose and to file monthly updates if there is new information to report.
  • Monthly Communication Reports: Registrants (consultant lobbyists and responsible officers for In-house Organizations and Corporations) are required to disclose certain details regarding each "oral and arranged" communication with DPOHs. Information in a Monthly Communication report includes the date of the communication, the names of the DPOHs who participated in the communication and the subject matter category of the communication. Registrants are required to file all communication reports by the 15th of the month following the month when the communications took place.

The AND/OR operators allow you to perform more complex searches by applying the operator between criteria entered within the search form.

Using both operator types (AND and OR) in a search query

• When the OR operator is used, the system puts the criteria separated by the OR operators in a grouping (within brackets). Therefore, the order in which the operators are used has an effect on how the query is performed. See the examples below:

  • Example 1:

    You select: Government Institution: National Research Council (NRC) AND Subject Matter: Environment OR Subject Matter: Climate

    System performs: Government Institution: National Research Council (NRC) AND (Subject Matter: Environment OR Subject Matter: Climate)

    Results would include documents that contain:

  • Example 2:

For registrations: Limits results to those registrations which were active at any time on or between the dates entered.

For communications: Limits results to those monthly communication reports for communications that took place on or between the dates entered.

Note: You can enter dates into either one or both fields. If no date is entered in the From (YYYY-MM-DD) field, it will search for all documents up to the date entered in the To (YYYY-MM-DD) field. If no date is entered in the To (YYYY-MM-DD) field, it will search for all documents on or after the date entered in the From (YYYY-MM-DD) field. Note that the requirement to submit monthly communication reports began on July 2, 2008.

• Allows you to perform a full text search against registrations and monthly communication reports in the Registry. The keyword search also allows you to choose between three operator types:
  • Keyword — with all of the words: Limits results to those documents which contain all of the words entered, no matter where the words are within the document.
  • Keyword — with the exact phrase: Limits results to those documents which contain the exact phrase as entered.
  • Keyword — at least one of these words: Limits results to those documents which contain one or more of the words entered.
• Other options within the keyword search:
• Wildcard operator: Allows you to enter part of a word or miss a word from within an exact phrase. Here are some examples:
  • Partial word examples:
    • Ste*: Will find any document with at least one word starting with "Ste" such as: Steven, Steve, Stephen, etc.
    • *mobile: Will find any document with at least one word ending with "mobile" such as: automobile, snowmobile, etc.

• Client name of consultant lobbyist: Searches within the client name of Consultant registrations and monthly communication reports only. Note: Wildcard operators can be used.
• In-house organization name: Searches within the organization name of In-house Organization registrations and monthly communication reports only. Note: Wildcard operators can be used.
• In-house corporation name: Searches within the corporation name of In-house Corporation registrations and monthly communication reports only. Note: Wildcard operators can be used.
• Client, organization or corporation name: Searches within client, organization and corporation names within all registration types and monthly communication reports. Note: Wildcard operators can be used.

• Consultant lobbyist name: Searches within the first and/or last name of the consultant within Consultant registrations and monthly communication reports. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• Responsible officer name: Searches within the first and/or last name of the responsible officer within In-house Organization and Corporation registrations and monthly communication reports. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• Consultant or responsible officer name: Searches within the first and/or last name of the consultant (within Consultant registrations and monthly communications reports) and the responsible officer (within In-house Organization and Corporation registrations and monthly communication reports). Note: You can enter text into either one or both fields and the wildcard operators can be used.

• Within a registration, the registrant is required to select one or more subject matter category, from a pre-determined drop-down list, which pertains to the lobbying activity. Within a monthly communication report, the registrant is required to select one or more subject matter category that was part of the communication. Using this criteria type will find both registrations and monthly communication reports which contain the subject matter category selected.

• Within a registration, the registrant is required to select one or more federal government institutions which they intend to lobby. Within a monthly communication report, the registrant is required to select the federal government institution for each DPOH entered.
  • Government institutions (current): Using this criteria type will find both registrations and monthly communication reports which contain the current federal government institution selected.
  • Government institutions (former): Using this criteria type will find both registrations and monthly communication reports which contain the former federal government institution selected.

• Allows you to perform a full text search against registrations and monthly communication reports in the Registry. The keyword search also allows you to choose between three operator types:
  • Keyword — with all of the words: Limits results to those documents which contain all of the words entered, no matter where the words are within the document.
  • Keyword — with the exact phrase: Limits results to those documents which contain the exact phrase as entered.
  • Keyword — at least one of these words: Limits results to those documents which contain one or more of the words entered.

• Client name of consultant lobbyist: Searches within the client name of Consultant registrations only. Note: Wildcard operators can be used.
• In-house organization name: Searches within the organization name of In-house Organization registrations only. Note: Wildcard operators can be used.
• In-house corporation name: Searches within the corporation name of In-house Corporation registrations only
• Client, organization or corporation name: Searches within client, organization and corporation names within all registration types. Note: Wildcard operators can be used.
• Client representative name: Searches within the first and/or last name of the client representative for a client within a consultant registration. The client representative is the consultant's main contact person for the client. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• Subsidiary name of the client or corporation: Searches within the subsidiary names of the client or corporation within Consultant and In-house Corporation registrations only. Within Consultant and In-house Corporation registrations, the registrant is required to enter the name of each subsidiary of the client/corporation that has a direct interest in the outcome of the lobbying activity, if any exist. Note: Wildcard operators can be used.
• Parent name of the client or corporation: Searches within the parent names of the client or corporation within Consultant and In-house Corporation registrations only. Within Consultant and In-house Corporation registrations, the registrant is required to enter the name of each parent company of the client/corporation, if any exist. Note: Wildcard operators can be used.
• Coalition member name: For registrations where the client is a coalition, searches within the names of the members of the coalition within Consultant registrations only. Within Consultant registrations where the client is a coalition, the consultant is required to enter the name and business address of each member of the coalition. Note: Wildcard operators can be used.
• Direct interest name which controls client's activities: Searches within the direct interest names of the client within Consultant registrations only. Within Consultant registrations, the consultant is required to enter the name of each individual or organization that controls or directs the activities of the client and has a direct interest in the outcome of the lobbying activity. Note: Wildcard operators can be used.

• Lobbyist name (consultant or in-house lobbyist): Searches within the first and/or last name of both consultant lobbyists (within consultant registrations) and in-house lobbyists (within In-house Organization and Corporation registrations). Note: You can enter text into either one or both fields and the wildcard operators can be used.
• In-house lobbyist name: Searches within the first and/or last name of lobbyists within In-house Organization and Corporation registrations only. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• Consultant lobbyist name: Searches within the first and/or last name of the consultant within Consultant registrations only. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• Responsible officer name: Searches within the first and/or last name of the responsible officer within In-house Organization and Corporation registrations only. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• Firm name of a consultant lobbyist: Searches within the name of the consulting firm within Consultant registrations only. Note: Wildcard operators can be used.

• Province or state: Client of consultant lobbyist: Searches using the selected province or state against the address for the client within Consultant registrations only.
• Province or state: In-house organization: Searches using the selected province or state against the address for the organization within In-house Organization registrations only.
• Province or state: In-house corporation: Searches using the selected province or state against the address for the corporation within In-house Corporation registrations only.
• Province or state: Client, organization or corporation: Searches using the selected province or state against the address for clients (within Consultant registrations), organizations (within In-house Organization registrations) and corporations (within In-house Corporation registrations).
• Province or state: Subsidiary: Searches using the selected province or state against the address for the subsidiary within Consultant and In-house Corporation registrations.
• Province or state: Parent company: Searches using the selected province or state against the address for the parent company within Consultant and In-house Corporation registrations.

• Country: Client of consultant Lobbyist: Searches using the selected country against the address for the client within Consultant registrations only.
• Country: In-house organization: Searches using the selected country against the address for the organization within In-house Organization registrations only.
• Country: In-house corporation: Searches using the selected country against the address for the corporation within In-house Corporation registrations only.
• Country: Client, organization or corporation: Searches using the selected country against the address for clients (within Consultant registrations), organizations (within In-house Organization registrations) and corporations (within In-house Corporation registrations).
• Country: Subsidiary: Searches using the selected country against the address for the subsidiary within Consultant and In-house Corporation registrations only.

• Country: Firm of a consultant lobbyist: Searches using the selected country against the address for the consultant firm within Consultant registrations only.
• Country: Within any address: Searches using the selected country against any address collected within Consultant and in-house registrations.

• Note on government funding: The registrant is required to enter government funding information if the client, organization or corporation was funded in whole or in part by any domestic or foreign government institution in their last completed financial year or expects funding in their current financial year.
  • Received funding: Provides the option to search for any registration where the client, organization or corporation has answered "Yes" to the question: Did the client, organization or corporation receive funding from any domestic or foreign government institution in the last completed financial year?
  • Expect to receive funding: Provides the option to search for any registration where the registrant has answered "Yes" to the question: Does the client, organization or corporation expect funding from the indicated government institution during the current financial year?
  • Funding received amount: Searches for registrations where government funding entries exist and where the sum of the funding received falls within the range entered. Note that funding amounts can be entered into one or both fields.
  • Canadian federal institution providing funding: Searches for registrations using the selected Canadian federal government institution where a funding entry exists with that institution.
  • Foreign, provincial or municipal institution providing funding: Searches for the text entered in registrations in the field "Other institution". Typically, this field in a registration is manually filled out when a client, organization or corporation received funding, or expects to receive funding, from a government institution other than one within the Government of Canada. Note: Wildcard operators can be used.

• Note on public offices held information: For any lobbyist included in a registration, the registrant is required to enter information for each former public office held (POH) within the federal government. Prior to June 20, 2005, POH information was not required. Between the dates June 20, 2005 and July 1, 2008, POH information was collected in a basic text format. Since July 2, 2008, each POH position is entered as a separate record entry.
  • Public offices held indication: Provides the option to search for any registrations where the registrant has indicated Yes or No to the question: At any time, has the lobbyist held public offices within the federal government? Note: if Yes is chosen, for In-house Organization and Corporation registrations, at least one of the lobbyists listed would need to have POH information to be included in the search results. If No is chosen, no lobbyist within the In-house Organization or Corporation registration would have any POH information.
  • Public office held position title: Searches within the position titles for POH records within registrations. Note: Position titles were only collected as separate data elements in registrations after July 2, 2008. Note: Wildcard operators can be used.
  • Public office held department name: Searches within the department names for POH records within registrations. Note: Department names were only collected as separate data elements in registrations after July 2, 2008. Note: Wildcard operators can be used.
  • Designated public office held indication: Provides the option to search for any registrations where the registrant has indicated Yes or No to the question: Was this a designated public office held on or after July 2, 2008? Note: The term designated public office came into effect on July 2, 2008.
  • Lobbyist with exemption: Searches for any registrations where the registrant has entered an exemption number related to the following question: If the lobbyist has been granted an exemption from the five-year prohibition on lobbying, provide the exemption number received from the Commissioner of Lobbying. Note: The five-year prohibition on lobbying came into force on July 2, 2008.

• No affiliation: Searches for any registration where the consultant lobbyist has answered No to the following questions: Is the client a corporation of which you are a member of the board the directors?; and Is the client an organization of which you are a member or a member of the board of directors?
• Member of the Board of Directors for the corporation: Searches for any registration where the consultant lobbyist has answered Yes to the following question: Is the client a corporation of which you are a member of the board the directors?
• Member of the Board of Directors for the organization: Searches for any registration where the consultant lobbyist has answered: Yes, I am a member of the board of directors of the client organization.
• Member of the organization: Searches for any registration where the consultant lobbyist has answered: Yes, I am a member of the client organization.

• Subject matter: Searches for registrations using the selected subject matter category.
• Subject matter details: Searches within the subject matter details entered within registrations. Note: Wildcard operators can be used.

• Government institutions (current): Searches for registrations using the selected current Canadian federal government institution that has been chosen from a drop-down list as the target of the lobbying activity.
• Government institutions (former): Searches for registrations using the selected former Canadian federal government institution that has been chosen from a drop-down list as the target of the lobbying activity.

• Communication techniques: Searches for registrations using the selected communication technique. The choices provided are oral, written and grass-roots.
• User entered communication techniques: Searches for the manually entered communication techniques within registrations. Note: Wildcard operators can be used.

• Active between these dates: Searches for registrations that were active at any time on or between the dates entered. Note: You can enter dates into either one or both fields.
• Active on this date: Searches for registrations that were active on the date entered.
• Currently active: Searches for any registration that is currently active. This would be a registration that has no end date.
• Currently inactive: Searches for any registration that is currently inactive. This would be a registration that has an end date. Note: A registration version may be inactive, but the lobbying activity may still be active. To determine if the activity is currently active, within the registration view, in the Registration Information section near the top of the page, a label titled Registration status is shown. This will indicate if the lobbying activity is Active or Inactive.
• First version effective date between: Searches for any first version of registrations where the effective date is on or between the dates entered. Note: You can enter dates into either one or both fields.

• Note on registration numbers: Registration numbers contain 2 identifiers and a version number. Example registration number: 54321-12345-12. In the example shown, the first identifier (54321) is the registrant number. This is the account number for the registrant who filed the registration. The second number (12345) is the client, organization or corporation number. When a registrant starts an activity with a client, organization or corporation, a unique second number is assigned to the activity. The third number (12) indicates the number of versions that exist for that client, organization or corporation lobbying activity.
• Note on responsible officer changes: If a registered organization or corporation has a change in responsible officer (i.e. registrant), that registration is updated and transferred to the new responsible officer. When this happens, the organization or corporation number continues, but the registrant number used in the updated version changes to the new responsible officer. For example: If an in-house organization or corporation registration number is 54321-12345-12, and then is updated through a responsible officer change to a new registrant account (example: 98765), the updated registration number would be: 98765-12345-13.
  • Registration number: Searches using the entered registration number. You have the option to enter the following combinations:
    • Complete registration number (example: 54321-12345-12). This will provide a single registration result.
    • Only the registrant number and client, organization or corporation number (example: 54321-12345). This will provide all versions of this particular lobbying activity for the registrant number indicated.
    • Only the client, organization or corporation number (example 12345). This will provide all the registration versions for the client, organization or corporation identified.
    • Only the registrant number (example: 54321). This will provide all the registration versions of all lobbying activities for the registrant identified.
  • Client, organization or corporation number: Searches using the entered client, organization or corporation number. This will provide all the registration versions for the client, organization or corporation identified.
  • Registrant number: Searches using the entered registrant number. This will provide all the registration versions of all lobbying activities for the registrant identified.

• This will provide all the registrations and monthly communication reports for the registrant number entered.

• This will provide all the monthly communication reports for the registrant number entered.

• Allows you to perform a full text search against monthly communication reports within the Registry. The keyword search also allows you to choose between three operator types:

• Responsible officer name: Searches within the first and/or last name of the responsible officer within monthly communication reports associated to In-house Organization and Corporation registrations. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• Consultant or responsible officer name: Searches within the first and/or last name of the consultant (within monthly communication reports associated to Consultant registrations) and the responsible officer (within monthly communication reports associated to In-house Organization and Corporation registrations). Note: You can enter text into either one or both fields and the wildcard operators can be used.

• Occurred between these dates: Searches for monthly communication reports for communications that occurred on or between the dates entered. Note: You can enter dates into either one or both fields. If no date is entered in the From (YYYY-MM-DD) field, it will search for all documents between July 2, 2008 and the date entered in the To (YYYY-MM-DD) field. If no date is entered in the To (YYYY-MM-DD) field, it will search for all documents on or after the date entered in the From (YYYY-MM-DD) field.
• Occurred on this date: Searches for monthly communication reports for communications that occurred on the date entered. Note that the requirement to file monthly communication reports began on July 2, 2008.

• DPOH government institution (current): Searches for DPOHs entered within monthly communication reports with the selected current federal government institution.
• DPOH government institution (former): Searches for DPOHs entered within monthly communication reports with the selected former federal government institution.
• DPOH name: Searches for DPOHs entered within monthly communication reports using the entered first and/or last name. Note: You can enter text into either one or both fields and the wildcard operators can be used.
• DPOH position title: Searches for DPOHs entered within monthly communication reports using the entered position title. Note: Wildcard operators can be used.
• DPOH branch/unit: Searches for DPOHs entered within monthly communication reports using the entered branch/unit name. Note: Wildcard operators can be used.

• Searches for monthly communication reports using the selected subject matter category.

• Note on monthly communication report numbers: Monthly communication report numbers contain 2 identifiers. Example monthly communication report number: 54321-12345.
