Legislative Proposal, Bill or Resolution
- Bill C-39 died on the order paper. The WGEA wishes to discuss with the federal government if and how a new proposal to amend the Canada Grain Act will come forward as it relates to the future viability of the Canadian Grain Commission and the licensing, grading, and general rules of the Canada Grain Act as it applies to grain handling companies.
- Bill C-8 to amend the Canada Transportation Act. Also interested in the upcoming review of railway level of service, as announced by the Minister of Transport and Minister of Agriculture at the time Bill C-58 was announced. To work with Transport Canada in the development of the Terms of Reference for the review.
Legislative Proposal, Bill or Resolution, Regulation
- Interested in the upcoming changes to the Canadian Wheat Board Act and/or Regulations concerning the deregulation of barley.
Policies or Program
- Interested in policies governing international trade within the Department of International Trade, specifically to do with meeting quality specifications and international standards for food safety and quality
- Interested in policies governing the Seeds Act and Seeds Regulations particularly to do with the removal of kernel visual distinguishability (KVD) and importation of foreign varieties into Canada. Interested in Policy changes within CFIA regarding KVD.
- WGEA member grain companies interact with farmers on various aspects of the Cash Advance Program through Agriculture and Agri-Food Canada (AAFC) and administered by the CWB and Canadian Canola Growers Association. Grain companies apply cash advances to various grain related transactions with farmers and therefore the WGEA wishes to maintain its ability to have a say as to how the Cash Advance Program is designed or amended from time to time.
Regulation
- Also interested in the work done through the Regulatory Review Committees of Human Resources Skills Development Canada (HRSDC) - Hazard Prevention has completed - Personal Protective Equipment and Workplace Hazardous Materials Information System (WHMIS) are upcoming, as is a Regulatory Review Committee on the Regulatory review process itself.
- Interested in an introduction under section 18 of the CWB Act for cabinet to issue a direction with respect to the manner in which the CWB is to conduct its operations, perform its duties and exercise its powers. We are asking government to use this section to provide a Code of Conduct/Arbitration Process for fair dealing/non-discrimination duty on the CWB.
