Policies or Program
- ACEC is advocating a general policy position that CIDA shift its funding under the International Development Assistance envelope to more project-specific programs that will procure the services of Canadian consulting engineers in their design and implementation.
ACEC is also advocating that the Industrial Cooperation Program currently housed under CIDA be transferred to the Department of Foreign Affairs and International Trade.
- Government Procurement - ACEC is advocating that Public Works and Government Services Canada change the policy for PWGSC capital projects in which it procures consulting engineering services to use a Qualifications-Based Selection procurement policy. The current procurement policy incorporates price into the matrix of selection criteria - under QBS, selection criteria are based solely on the qualifications that an engineer brings to the job.
ACEC is also lobbying Defence Construction Canada to introduce the same change in its procurement policies when procuring consulting engineering services.
- Infrastructure: ACEC is advocating that more federal money be allocated to the various federal infrastructure programs administered by Infrastructure Canada and Public Works and Government Services Canada. These programs include those introduced in the 2007 federal budget under the Building Canada action plan.
