PSAC has been meeting with Dr. Chris Watson, the Chief Inspector of Explosives with the Explosives Regulatory Division of Natural Resources Canada (NR-CAN/ERD)to discuss issued related to the oil and gas perforating industry compliance with the Explosives Act and associated Regulations.
The discussions have focused on the following issues:
Compliance with the "Quantity-Distance Principles" developed by NR-CAN under the Regulations and the siting of facilities that industry uses for the assembly and storage of jet perforating guns. This project also included the development of a protocol for the modeling/testing of the types of facilities used for these purposes.
The drop and vibration testing (using UN test protocols) of the jet perforating guns used in the industry. These tests were conducted at the request of NR-CAN/ERD as part of the process for obtaining licences for the assembly and storage of explosives used in the oil and gas perforating industry.
The "Perforating Guidelines" developed by NR-CAN/ERD
Security/background checks for persons licensed to handle explosives
Revisions to the "User Fees" developed by NR-CAN/ERD under the Explosives Regulations.
NR-CAN/ERD requirements for the security of explosives in connection with the 2010 Winter Olympics in Vancouver.
