Decontamination of arriving marine containers. The Canadian Food Inspection Agency (CFIA) is developing "best practice" guides for supply chain participants to minimize the importation of invasive plant and animal species into North America on or in shipping containers. FMA has been providing input to CFIA on the implications of this initiative on importers and working with CFIA to communicate the best practice guides to stakeholders.

Extended regulated railway interswitching. As authorized by the 2023 budget bill, Transport Canada (TC) has extended regulated interswitching on the three Prairie provinces from 30 km to 160 km for an 18 month trial period beginning in September 2023, to evaluate the increase in rail competition for captive shippers. FMA will be in continuing liaison with TC and the Canadian Transportation Agency as this trial extension continues.

FMA opened liaison with the new National Supply Chain Office (NSCO), established by the government on December 1, 2023. FMA will work with the NSCO to promote the improvement of Canadian Supply Chains and the Canadian elements of International Supply Chains.

Provide input to Transport Canada on the proposed revisions to the Transportation Information Regulations as outlined in Canada Gazette, Part I. requiring the Class 1 railways to report service information on a continuing basis to allow supply chain stakeholders to monitor rail freight service.

Rail Review. Transport Canada (TC) is undertaking a review of a number of aspects of rail freight service in response to the National Supply Chain Task Force's recommendations and has requested input from a number of stakeholders including FMA. FMA will be providing written input and meeting with TC officials as the review progresses possibly leading to legislative or regulatory updates.

Shipping Conferences Exemption Act (SCEA) with respect to shipping cartels and alliances. FMA is the shipper organization designated in the Act to provide input from the purchasers of marine freight transportation. Recent meetings with Canadian Transportation Agency and office of Commissioner of Competition on the use of SCEA to address possible violations of this law by shipping lines.
