The submission to the Federal Minister of Finance and the Attorney General of Canada is in respect of a proposed amendment to section 347 of the Criminal Code of Canada (the criminal rate of interest provision) and specifically the amendment to the definition of “interest” to include credit insurance premiums. The submission raises concerns with the constitutionality of the proposed amendment.
