Advocating development of an affordable housing strategy with assoicated funding program to deal with housing gaps; related to issues that arise from members' resolutions/Board reports; Economic Stimulus fund for housing was recent federal budget announcement.
Immigration as relates to community development and human services. AMO participates in Canada-Ontario-Municipal Immigration Committee that explores and develops frameworks for addressing issues and pursuing opportunities that support welcoming communities.
Infrastructure programs related to community services such as roads, bridges, water, sewer, waste systems and airports, that arise from members resolutions/reports of Board and related advocacy. Resulting programs are Federal-Ontario-AMO-Toronto Gas Tax Agreement and Buidling Canada Fund and Economic Stimulus Funds. AMO administers the Gas Tax Agreement for the Federal government through contribution agreements with 443 municipalities. Accountability and transparency and administrative requirements are contained in the related Agreement which is posted on both the federal and AMO websites. AMO has a dedicated project manager and an administrative staff that is in contact with IC on a regular basis on the matters set out in the Agreement. AMO senior staff sit on a joint oversight committee and the committee’s mandate is set out in the Agreement. In 2008, AMO was a signatory to the Extension Agreement of the initial gas tax agreement, which results in gas tax funding for municipal governments to 2014. The government has committed to making this a permanent source of funding beyond 2014.
AMO advocated design and implementation considerations for the Building Canada Framework Agreement and its new program areas, including the Communities Component and the Major Infrastructure Component. The Communities Component Agreement between Canada and Ontario was signed at the Association’s August 2008 annual conference. It is infrastructure funding for municipalities with a population less than 100,000. AMO also provided insight on municipal finance and advice to CMHC concerning the recently announced low interest loan for municipal governments related to infrastructure.
