Legislative Proposal, Bill or Resolution
- Bill C-10, Safe Streets and Communities Act with respect to the anticipated cost on police services; how it may affect Aboriginal populations; and to the changes to the Youth Criminal Justice Act more specifically about application for conditional release.
- Complaints Against the RCMP Bill C- 42 which creates a new civilian oversight commission for the RCMP with the power to review the RCMP and investigate complaints. The bill also gives the Commissioner expanded powers to deal with conduct matters, including the power to remove an appointment, that is, to dismiss. CAPB believes the bill goes a fair distance in strengthening the complaints system and is good as far as it goes. However, CAPB believes there is nothing about governance and oversight of the Commissioner in terms of setting local priorities, providing management and ensuring accountability at the local level where RCMP provides contract policing.
- Cyberbullying, the Canadian Association of Police Boards (CAPB) supports the legislation known as C 273 on Cyberbullying and the Vice President appeared as a witness before the Standing Committee on Justice & Human Rights.
Policies or Program
- Economics of Policing. Canadian Association of Police Boards (CAPB) has worked with Public Safety staff on shaping the agenda for the National Summit on the Economics of Policing, that was held in Ottawa on January 16 & 17, 2013 and hosted by the Minister of Public Safety.
CAPB also appeared as a witness before the Standing Committee on Public Safety and National Security (SECU) on the Economics of Policing.
