This includes: promotion of a five-year capital cost allowance for manufacturing and processing machinery, making Scientific Research and Experimental Development tax credits refundable, instituting an Employers' training tax credit, creditable against Employment Insurance premiums, providing a tax refund for companies in financial loss position and providing loan guarantees based on refundable tax losses.
