Legislative Proposal, Bill or Resolution
- Article 111 de la Loi sur les semences concernant l’autorisation de dissémination en milieu ouvert de semences d’organismes génétiquement modifiés.
- Article 4.3 du Règlement sur les aliments du bétail concernant l’autorisation de dissémination d’aliments nouveaux pour le bétail constitués d’organismes génétiquement modifiés.
- Article 7 de la Loi sur les produits antiparasitaires concernant l’homologation de semences d’organismes génétiquement modifiés.
- Les négociations d'une entente à l'Organisation mondiale du commerce (OMC) concernant le commerce des produits agricoles et alimentaires, afin de faire valoir des positions de négociation visant à protéger les systèmes de gestion de l'offre et de mise en marché collective et à faire reconnaître la spécificité des produits agricoles.
- Renouvellements de l'Accord sur le commerce intérieur concernant la révision du chapitre sur les produits agricoles et les produits alimentaires, afin que soient exclus de la portée de l'accord les systèmes de gestion de l'offre et de mise en marché collective ainsi que les normes de composition et d'étiquetage des produits agricoles et alimentaires.
- Représentations afin que soit entrepris un processus de discussion avec les groupes de producteurs visant la mise en place de mesures structurantes et de compensations faites dans le cadre de l’Accord économique et commercial global (AECG) et que ces discussions portent aussi sur les modalités de gestion du nouveau contingent tarifaire.
- Représentations suivant l’entrée sans restriction de certains concentrés protéiques sous la ligne tarifaire 3504, utilisés pour la fabrication de fromages au Canada, afin d’entreprendre des discussions avec l’Agence canadienne d’inspection des aliments (ACIA) pour lui demander de confier à la Commission canadienne du lait (CCL) la réalisation d’activités efficaces et régulières de vérification du respect des normes de fabrication et de composition des produits laitiers conformément à la loi canadienne sur les aliments et drogues, en plus de négocier avec l’ACIA et la CCL les modalités de gestion de telles activités au nom des producteurs laitiers canadiens.
- Représentations visant la mise en place de mesures de compensations en lien avec les accès consentis dans le cadre du Partenariat transpacifique (PTP) quant à la mise en marché du lait au Canada.

- Représentations sur les normes de qualité, de production et de transformation des produits et ingrédients laitiers, applicables aux produits importés afin que ces derniers soient assujettis aux mêmes standards que ceux auxquels sont soumis les produits laitiers canadiens, et enjoindre à l’Agence canadienne d’inspection des aliments à contrôler la qualité des produits importés sur les lieux de production de même qu’à l’entrée des produits sur le marché canadien.
Policies or Program
- Article 8.3 de la Loi sur les licences d’exportation et d’importation, afin qu’il n’y ait plus de permis additionnel d’importation de produits laitiers accordé sans qu’un processus transparent de consultation auprès de tous les intervenants du secteur ait été dûment complété.
- Bien-être animal – développement de la Stratégie nationale sur la santé et le bien-être des animaux d’élevage avec l’Agence canadienne d’inspection des aliments.
- Développement du Code de pratiques pour le soin et la manipulation des bovins laitiers en coopération avec les activités de l’Agence canadienne d’inspection des aliments dans le cadre de l’Organisation mondiale de la Santé animale.
- Mise en œuvre et administration du programme Lait canadien de qualité à l’intérieur des paramètres du Programme de reconnaissance de la salubrité des aliments dirigé par l'Agence canadienne d'inspection des aliments (ACIA)
- Plan national de commercialisation du lait, afin que soit maintenue et préservé le Plan et le système de gestion de l'offre relatifs à la commercialisation du lait au Canada, et que les intérêts des producteurs de lait canadiens soient au coeur des mesures d'application du Plan.
- Représentations afin que les règles et paramètres du Programme de retrait des surplus assure un fonctionnement efficace du Programme de redirection du lait écrémé liquide.
- Représentations faites à l’Agence canadienne d’inspection des aliments quant à toute allégation santé implicite ou explicite figurant sur l'étiquette ou dans la publicité de produits non-laitiers et laitiers.
- Représentations quant aux gras trans et l’apport en sodium des produits laitiers, leur identification dans le Guide alimentaire canadien et leur étiquetage.
- Représentations sur l'Outil d'étiquetage de l'industrie est la référence en matière d'étiquetage des aliments destiné aux pour tous les inspecteurs des aliments et les intervenants au Canada et les produits laitiers.
- Représentations sur le maintien de la gestion de l’offre dans le cadre des négociations sur l’agriculture à l’Organisation mondiale du commerce.
- Représentations sur l’utilisation de produits de santé naturels vétérinaires dans les troupeaux laitiers dans le cadre du Comité consultatif d'experts sur les produits de santé naturels vétérinaires de Santé Canada.
- Représentations à l’égard de la Politique de Santé Canada sur l’enrichissement des aliments et plus particulièrement, quant à l’enrichissement d’aliments sans valeur nutritive et de l’ajout de vitamines dans les produits laitiers.
- Représentations à l’égard de la stratégie des ingrédients laitiers afin que tous les moyens possibles pour épauler l’industrie laitière et favorisant l’engagement des transformateurs dans la négociation de propositions visant à modifier l’environnement du commerce des produits laitiers au Canada, soient mis en place et le cas échéant, imposer des dispositions réglementaires pour leur mise en œuvre, dont le plafonnement du rachat des solides non gras par la Commission canadienne du lait en utilisant la moyenne olympique des cinq dernières années à titre d’outil de référence.
- Représentations à l’égard du cadre stratégique Cultivons l'avenir 2 (CA2) pour le secteur agricole et agroalimentaire du Canada dont les programmes et services peuvent être utilisés par les producteurs œuvrant dans le secteur laitier.
- Tarif des douanes et régime de contingents tarifaires, afin de s’assurer que les activités de surveillance des importations fassent l’objet d’une supervision serrée de la part des autorités responsables et que la classification tarifaire des produits laitiers soit appliqué correctement et de façon à ce que les mesures de protection du marché canadien ne soient pas contournées.

- Modifications du Règlement sur les aliments et drogues concernant les normes de compositions et d'étiquetage des produits laitiers commercialisés au Canada, les ingrédients utilisés pour la fabrication des produit laitiers, l'utilisation des termes laitiers et l'appellation des produits laitiers.
