- Discussion on the government's commitment to ban fossil fuel subsidies, specifically how fossil fuel subsidies are defined, plans for implementation. Desired outcome: a clear understanding of what this may mean, and an interpretation of what is counted as a "subsidy."

- Discussion on any planned revisions to the Canadian Environmental Assessment Act, as committed to by the federal government. Areas of discussion would include how consultations will work, approval timelines, penalties and planned implementation / regulations. Desired outcome: a system that recognizes the need for an open, transparent regulatory process with clear timelines and outcomes that recognizes Suncor's commitment to environmental sustainability.

- Discussion with the government on any proposed tax changes, specifically relating to the Income Tax Act and associated regulations, and on existing tax policies and dispute mechanisms. As a Canadian business that pays taxes, Suncor seeks continuous understanding of how the tax code is interpreted and enforced. Desired outcome: a fair tax system that is transparent and predictable.
Policies or Program
- Discussion on the economic recovery of Fort McMurray as a result of the forrest fires that occured in May 2016.
- Discussion with the federal government on its commitment to fully implement the United Nations Declaration on the Rights of Indigenous Peoples, including what that may mean from a consultation perspective, timelines, and recognition of Suncor's support for indigenous peoples in the communities we operate. Desired outcome: a clear understanding of how the government intends to implement this commitment, and how Suncor can be a partner.
- Discussion with the government on how they will support market access to allow Canadian energy companies such as Suncor to get their product to market. Areas of discussion may include the regulatory approval process, communications in communities that are affected, timelines and safety. Desired outcome: impart to the government how important market access is, and agreement to work together to achieve market access in a way that is safe and protects the environment.
Policies or Program, Regulation
- Consultation on Federal/Provincial alignment of greenhouse gas policies, in light of federal government's commitment to implement a Canada-wide greenhouse gas strategy that allows for individual solutions for provinces. Areas of focus will include cost of carbon, provincial equivalency, trading mechanisms and compliance mechanisms. The overall goal is to work with the federal government to achieve a policy that is fair, predictable and recognizes Suncor's commitment to sustainability and the environment.
- Discussion on support measures to address labour issues in the oil sands sector. Areas of conversation include the Temporary Foreign Workers programme, support for skilled labour and jobs and federal commitment to support Canadian workers. Desired outcome: a clear and fair system that supports employers in finding the critical labour they require to contribute to the Canadian economy.
Regulation
- Discussion on the regulations associated with the Pipeline Safety Act, specifically absolute liability, the minimum amount of funds that must be demonstrated to be available, liquidity of those funds, and how capacity of a pipeline is measured and defined. Outcome sought: a clear understanding of how the regulations affect Suncor's business, and a fair interpretation of the Act with respect to requirements of pipeline owners, and recognition of Suncor's strong environmental record.
