Legislative Proposal, Bill or Resolution
- Meetings with officials requesting that any proposed Copyright bill be balanced and responsive to the needs and demands of consumers, and promote innovation and the ability to maximize the use of new technologies.
Meetings with officials from the Department of Canadian Heritage and Industry Canada to urge the continuation of Canada's position at international meetings concerning a possible WIPO Broadcast Rights Treaty to ensure that (i) Canada retains flexibility to maintain features of its domestic law that would require "exceptions" to any new WIPO Treaty, and (ii) that other international treaties (e.g. Anti-counterfeiting Trade Agreement) do not introduce de facto copyright obligations that are inconsistent with Canadian copyright law.
- Radiocommunication Act, amendments to strengthen enforcement of illegal satellite theft
Policies or Program
- Encourage the Government to exercise its policy role and mandate vis a vis broadcasting.
- Foreign Ownership restrictions in telecommunications and satellites - further to the commitment made in the Speech from the Throne and Budget 2010 on liberalization of limits, we would like to ensure that the same rules be applied equally to Broadcasting Distribution Undertakings.
- Petition to Govenor in Council to Vary, Telecom Regulatory Policy CRTC 2010-632, in order to ensure same rules apply to cable operators as does incumbent phone companies
- Spectrum Auction for 700 MHz and 2500 MHz - ensure that the Government reserves a portion of spectrum for new entrants either a set aside or a cap.
Policies or Program, Regulation
- Broadcasting Public Notice CRTC 2008-100, Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services and Broadcasting Public Notice 2009-411 concerning issues in connection with over-the-air broadcasting, include "signal value compensation" or "fee for carriage"
Regulation
- Over the Top Providers - ensure that services like Netflix, Hulu and Apple TV operate under the same regulatory system as broadcast distributors.
- Standing Committee on Access to Information, Privacy and Ethics review of the Lobbying Act, in view of government relations community concerns with current framework, in connection to Shaw staff role as Board member of the Government Relations Institute of Canada.
- Telecom Decision CRTC 2011-44 - Usage-based billing for Gateway Access Services and third-party Internet access services - In this decision, the Commission determines that usage-based billing rates for an incumbent telephone carrier’s wholesale residential Gateway Access Services or equivalent services, and for an incumbent cable carrier’s third-party Internet access services, are to be established at a discount of 15 percent from the carrier’s comparable usage-based billing rates for its retail Internet services.
