- A nationl financial literacy strategy and the willingness of co-ops and credit unions to partner with the government in developing and delivering a new strategy.
- A permanent and expanded Co-operative Development Initiative (CDI), a federal program which provides grants and techinical assistance to new and emerging co-operatives.
- An increase to international development assistance and augmentation of the role of co-operatives and other non-governmental organisations in delivering this assistance.
- Federal Funding for the CCA First Nations Métis and Inuit Co-operative Development Program.
- Funding for specialized co-op development programs that will help start new co-ops within specific sectors or populations. Included is the renewal of the Co-operative development Initiatiave a program funded by the federal government and managed by CCA and CCCM (le Conseil canadien de la coopération et de la mutualité).
- Support for International Year of Co-operatives 2012 activities.
- The establishment of a Co-operative Development Fund which would be a patient capital or loan fund to finance the capitalization of new and emerging co-operatives. The fund would be set up with contributions from the federal government and the co-operative sector.
- The establishment of a new Co-operative Investment Plan (CIP) which would be a federal tax credit for members and employees of producer and employee-owned co-operatives as well as multistakeholder co-operatives to invest in their own co-operatives. The CIP would be based on the Quebec plan which has existed since 1985.
