Increase international development assistance and augment the role of co-operatives and other non-governmental organisations in delivery of this assistance.
The establishment of a Co-operative Development Fund which would be a patient capital or loan fund to finance the capitalization of new and emerging co-operatives. The fund would be set up with contributions from the federal government and the co-operative sector.
The establishment of a new Co-operative Investment Plan would be a federal tax credit for members and employees of producer and employee-owned co-operatives as well as multistakeholder co-operatives to invest in their own co-operatives. The CIP would be based on the Quebec plan which has existed since 1985.
