Legislative Proposal, Bill or Resolution
- Canadian Human Rights Act
- Immediate introduction of federal legislation to amend the Canadian Human Rights Act to delete section 15(1) (c) and thus prohibit mandatory retirement in all federally regulated industries,
- Introduction of legislation to ban age discrimination in the workplace in Canada.
- Old Age Security, Spousal Allowance & Guaranteed Income Supplement
- Bill C-516, An Act to amend the Old Age Security Act (application for supplement, retroactive payments and other amendments).
- Immediately increase levels of OAS and GIS to bring the guaranteed income to at least the low income cut off (LICO) appropriate for urban centres.
- Removal of claw backs in GIS for casual earnings
- Extend OAS allowance to individuals based on income regardless of marital status.
Policies or Program
- Informal Caregiver Strategy- CARP recommends that the federal government commits to the implementation of a National Caregiver Strategy to ensure that family caregivers can continue their vital social role by providing them with financial support, workplace protection as well integration
with the formal Health Care System.
- Registered Retirement Income Funds (RRIFs) - Moratorium or elimination of mandated RRIF withdrawals
- Tax Free Savings Account - Retroactive contributions for older Canadians.
- Universal Pension Plan Proposal - CARP is calling for a national Pension Summit of the federal and provincial finance ministers to initiate comprehensive pension reform. CARP also recommends that federal legislators establish a supplementary pension plan.

Description of the organization's activities
CARP is a national, non-partisan, non-profit organization committed to advocating for social change that will bring financial security, equitable access to health care and freedom from discrimination for all Canadians as we age. CARP’s activities include the research and development of policy position papers for submission to various governmental agencies, review panels, legislative committees and public office holders, primarily in the fields of finances, health care and human rights.

CARP has approximately 300,000 members across Canada. There are two classes of members: regular members and associate members. An Associate Membership is available to one other adult member of a Member’s household, including but not limited to the spouse of the Member, or groups, societies, associations or organizations, whether incorporated or not, who are engaged in activities similar or complementary, or who have objects similar, in whole or in part, to those of the Association
All members are entitled to receive notices of and to attend meetings of members. Regular Members have the right to vote at meetings of members. Associate Members are not entitled to vote at meetings of members.
