Policies or Program
- CEMA members, as fuel distributors, are impacted by carbon regimes. The Federal government has stated that they will be defining principles or a general policy related to carbon pricing. CEMA would like to discuss any federal Carbon Program - either stand alone or linked to provincial initiatives to ensure that the specific concerns around competitiveness, administrative burden, integration of markets etc, of the independent petroleum marketer are considered.
- Federal Carbon Tax and Farm Fuel Exemption - to request that Finance accept the provision of the Alberta Farm Fuel Permit until February 28, 2020, as there has been a delay in the posting of the Fuel Charge Exemption Certificate for Farmers which could result in Farmers paying tax on products for which they should be exempt.
- To get better access to more complete data on petroleum products data through Statistics Canada.
Policies or Program, Regulation
- Harmonization of Fuel specifications produced in the U.S and Canada and across provincial boundaries to facilitate freer supply of petroleum products for independent petroleum marketers and lower costs for consumers.
- Meaningful reduction in credit card fees for independent petroleum marketers through regulation or other means
Regulation
- Clean Fuel Standard Development - to ensure that issues and concerns related to independent petroleum marketers are understood and factored into the development of a Federal Clean Fuel Standard.
- Ensuring that the carbon tax implementation in Alberta not impede the competitiveness of farmers who are exempt of taxation on fuel for agricultural purposes
