The establishment of a Co-operative Development Fund which would be a patient capital or loan fund to finance the capitalization of new and emerging co-operatives. The fund would be set up with contributions from the co-operative sector and possibly the federal government

Encourage government to educate public servants to the unique qualities and challenges faced by co-ops
To maintain a working relationship with Industry to promote the co-operative movement in Canada
to promote the business advantages of co-operatives to government, in particular Industry Canada and the regional development agencies, as a viable model for new enterprises
