Grant, Contribution or Other Financial Benefit, Legislative Proposal, Bill or Resolution
- CanGEA Sends in an Additional Consultation Submission to Finance Canada on the Clean Investment Tax Credit (ITC).
On September 1, 2023, we submitted additional information and a request in the spirit of parity with what is available in the United States. The ask was for an incremental tax credit percentage incentive of 10% beyond a base percentage of 30% for qualified “energy community” facilities/projects as is available in the U.S. Inflation Reduction Act. Brownfield sites meeting the requirements would be able to receive this additional 10%, bringing the total potential credit amount up to 40%.
Grant, Contribution or Other Financial Benefit, Policies or Program
- CanGEA Submitted Pre-Budget Consultation Brief to the Standing Committee on Finance.
Our first recommendation was a direct follow up on our top priority from last month’s Clean Technology Investment Tax Credit (ITC) legislation consultation submission – that the government ensure the upcoming ITC legislation includes geothermally heated District Energy Systems equipment as eligible for the ITC.
Additionally, we called for the government to expedite CanGEA members’ pending joint application for $250,000,000 in funding for a Collaboration and Networks project from Innovation, Science and Economic Development Canada.
Thirdly, that the government consider Risk Reduction and Cost Sharing programs to advance the development of the geothermal industry. These programs are currently in the design and research phase by CanGEA and our counterparts in the United States.
Legislative Proposal, Bill or Resolution
- CanGEA proposes that, where geothermal resources exist, the Federal Government incentivize the use of geothermal heat as a fuel substitute for agricultural needs, instead of the carbon tax exemptions proposed in Bill C-234 (An Act to amend the Greenhouse Gas Pollution Pricing Act). This approach will reduce energy costs for growers and farmers and mitigate the need for carbon tax reductions.
- CanGEA submitted comments for PrairiesCan's open consultation on the Building a Green Prairie Economy Act.
Broadly advocating for gov't support of geothermal fuel switching for industrial heating across the Prairies.
- CanGEA submitted consultation comments to Finance Canada regarding the finalization of the 30% Clean Technology Investment Tax Credit (ITC).
Our submission emphasized some key issues of interest to the geothermal industry that should be considered, such as the inclusion of District Energy Systems Equipment as eligible for the ITC, Labour Requirements exemptions, and clarity on the criteria proposed by the government that “equipment used for geothermal energy projects that will co-produce oil, gas or other fossil fuels would not be eligible for the credit.”
Regulation
- CanGEA Submits Feedback on Draft Clean Energy Regulations (CER).
CanGEA was pleased to see that attempts to include geothermal in the analysis’ of forecasted costs and benefits of various renewable energy technologies, in spite of the fact that geothermal energy was not given the same detailed categorical breakdown that other energies and technologies received. Our comments were centred around the recommendation for the government to increase the visibility and consideration of Canada’s geothermal industry.
