Draft legislation was released on February 4, 2022 by the Department of Finance proposing to implement tax measures concerning excessive interest and financing expenses (EIFEL). TC Energy provided a written submission on the proposals to the Department to request grandfathering for existing debt and exemptions for large scale infrastructure projects and clean energy projects.

Federal Budget 2021 proposed the introduction of an investment tax credit for capital invested in carbon capture, utilization and storage (CCUS) projects. TC Energy wants to make Government aware of joint venture financing structures that need to be accommodated in the legislation to ensure that joint ventures among corporations can benefit from the incentive proposals
