Legislative Proposal, Bill or Resolution
- Canada Transportation act (CTA) Review: Emphasize the safeguards and precautions taken in the transport of uranium and nuclear products so that they are properly understood and accurately reflected in any recommendations or proposed amendments that emanate from the statutory review of the CTA. Advocate for the strengthening of common carrier obligations to ensure that Canada remains competitive in strategic industries like the nuclear energy sector by facilitating the continued transport of these goods via Canadian rail lines and ports.
- Energy Safety and Security: Advocate for the re-introduction and passage of a bill regarding the civil liability and compensation for damage in case of a nuclear incident, which would update and clarify the financial obligations of various parties in the event of a nuclear incident.
- Responsible Resource Development: Seek clarification regarding the implementation of the Responsible Resource Development Plan, including any revisions or new regulations made pursuant to the Fisheries Act, the implementation of the CEAA 2012, and the application of the Navigable Waters Protection Act.
Policies or Program
- Canada's International Trade Policy: Encourage the completion and successful implementation of Nuclear Co-operation Agreements with countries that currently do not have such an agreement fully implemented with Canada. Encourage interim bilateral protocols to be established in the meantime that would facilitate safeguarded uranium trade to occur while permanent arrangements remain under negotiation.
- Canadian Nuclear Safety Commission (CNSC): Seek clarification on the CNSC's interpretation of the Canadian Environmental Assessment Act, 2012 (CEAA 2012) and its application to projects that require CNSC approval. Advocate for CEAA 2012 to be applied by the CNSC in a manner consistent with other federal authorities overseeing other sectors where the legislation is applied.
- Clean Energy and Climate Change: Advocate for the federal government to include nuclear power as a major plank in Canada's greenhouse gas reduction strategy and to promote nuclear technology on the global stage as a positive option for combating climate change.
- Duty to Consult: Encourage greater clarity in the requirements and responsibilities of the various parties involved in resource land development as it pertains to the Crown's Duty to Consult and other aboriginal-based rights.
- Foreign-Origin Nuclear Material (FONM): Advocate for the consideration of economic impacts on potential changes in the Canadian Nuclear Safety Commission's application of Canadian nuclear non-proliferation policy to exports of FONM.
- International Investment Protection: Encourage the negotiation and implementation of Foreign Investment Promotion and Protection Agreements and/or other bilateral investment treaties with countries that currently do not have such agreements in place with Canada to better protect the investments and holdings of Canadian companies and individuals in foreign jurisdictions.
- National recovery strategy for the woodland caribou pursuant to the Species at Risk Act (SARA): Advocate for the federal government to incorporate additional science-based data and information into the finalized national recovery strategy for the woodland caribou.
- Non-Resident Ownership Policy: Advocate for the implementation of the policy changes recommended for uranium mining in the final report of the Competition Policy Review Panel.
- Work permits: Highlight the significant challenges facing industry in securing foreign nationals to fill skilled labour shortages in Canada. Advocate for adherence to stated processing timelines for work permits through Canadian diplomatic missions abroad as well push for improved communication on individual cases.
