Under the current regulations, non-profits cannot provide down-payment loans as it is no longer recognized as “equity”, therefore denying access to all federally regulated mortgage providers. Seeking explicit recognition in the Handbook that federally regulated mortgage providers can provide first mortgages in conjunction with non-profit share equity mortgages.
