MUNICIPAL GOVERNMENTS CONSTITUTING FCM'S MEMBERSHIP REPRESENT MORE THAN 20 MILLION CANADIANS. FCM MEMBERS INCLUDE CANADA'S LARGEST CITIES, SMALL URBAN AND RURAL COMMUNITIES AND THE 18 MAJOR PROVINCIAL AND TERRITORIAL MUNICIPAL ASSOCIATIONS.
