- Migratory Birds Protection Act . The Council of Marine Carriers is an umbrella organization representing several domestic ship owners. As such, we have concerns regarding the Migratory Birds Act in that this legislation permits criminalization of seafarers and shipowners and places a reverse onus to prove one's innocence upon the mariner and owners of ships.

The Canada Shipping Act (2001) is the primary legislation which governs the shipping industry and as such CMC is in constant dialogue with Transport Canada in regards the interpretation, application and enforcement actions related to this Act, primarily by lobbying for changes to the Regulations, policies delivery of the programs associated with the CSA 2001.

Description of the organization's activities
The Council of Marine Carriers (CMC) represents 40 companies engaged in the operation of about 280 towboats and coastal vessels and about 800 barges of various types and sizes, on the British Columbia coast, Mackenzie River waterways, Arctic waters and various other international voyages. These companies employ about 2,400 sea-going personnel. The Council carries out technical research and seeks appropriate legislative and regulatory initiatives respecting the marine industry in general and CMC members in particular.

Organization's membership or classes of membership
Full membership - entitled to participate in and receive all of the services and benefits provided by the Council and does have full voting rights.Affiliate membership - entitled to participate in all the "social" (i.e. non technical and labour relations) functions of the Council, does not have any voting rights but can attend CMC Annual General Meeting and thus keep abreast of all the activities of the Council.
