Description of the organization's activities: THE CTEA MEMBERSHIP IS MADE UP OF COMMERCIAL VEHICLE MANUFACTURERS, COMPONENT/SYSTEM SUPPLIERS & RELATED STAKEHOLDERS. THE ORGANIZATION PROMOTES COMPLIANCE TO SAFETY REGULATIONS AT THE FEDERAL LEVEL AND SUBSEQUENTLY IS ENGAGED WITH TRANSPORT CANADA ROAD SAFETY ON MATTERS OF NEW REGULATIONS AND AMENDMENTS TO EXISITING REGULATIONS. WE ARE ALSO ENGAGED IN ORGANIZING AND SUPPORTING JOINT TESTING PROGRAMS TO BENEFIT THE MANUFACTURERS.
Organization's membership or classes of membership: THERE ARE FOUR CLASSES OF MEMBERSHIP. MANUFACTURER, DEALER/DISTRIBUTOR/ASSOCIATE & AFFILIATE.MANUFACTURERS ARE CORPORATIONS THAT ASSEMBLE VOCATIONALHIGHWAY TRUCKS, TRACTORS AND TRAILERS. DEALER/DISTRIBUTORS RETAIL THE PRODUCTS AND PROVIDE SERVICES TO THE USERS OF THE VEHICLES AND EQUIPMENT. ASSOCIATES ARE COMPANIES THAT SUPPLY SERVICES SUCH AS BUSINESS SYSTEMS AND ARE NOT ENGAGED IN PRODUCING VEHICLE OR PRODUCTS. AFFILIATES ARE OTHER TRADE ASSOCIATIONS AND GOVERNMENT AGENCIES THAT HAVE AN INTEREST IN THE INDUSTRY. THE LATTER TWO CATEGORIES DO NOT HAVE VOTING PRIVELEGES.

Subject Matter: Retrospective: DISCUSSIONS HAVE BEEN HELD WITH TRANSPORT CANADA ROAD SAFETY OFFICIALS RELATING TO CTEA PLANS FOR A PROGRAM THAT WILL SATISFY THE REQUIREMENTS OF A PENDING REGULATION ON REAR UNDERRIDE GUARDS FOR TRAILERS. OTHER ISCUSSIONS HAVE TAKEN PLACE RELATED TO SPECIALTY EQUIPMENT INSTALLED IN VANS AND ON THE SUBJECT OF THE RECOGNITION OF IMPORTED VEHICLES AND THEIR ELIGIBILITY TO AFFIX A NATIONAL SAFETY MARK (NSM). IN ADDITION,CONVERSATIONS RELATING TO NSM APPLICATION ISSUES ON BEHALF OF MEMBERS HAS CONTINUED. THE SUBJECT OF AN ENFORCEMENT AGENDA FOR ROAD SAFETY OFFICERS HAS ALSO BEEN A TOPIC OF DISCUSSION.
Subject Matter: Prospective: CTEA PLANS TO MEET WITH TRANSPORT CANADA OFFICIALS IN OTTAWA IN MARCH TO REVIEW PROGRESS IN THE REGISTRATION OF COMPANIES ENGAGED IN MULTI-STAGE MANUFACTURING PROCESSES INVOLVING COMMERCIAL HIGHWAY VEHICLES.THE URGENT NEED FOR A DEMONSTRATABLE ENFORCEMENT POLICY ON BEHALF OF TC WILL BE TABLED ON THE BASIS THAT NUMEROUS MANUFACTURERS HAVE YET TO ACT IN RESPONSE TO REGULATIONS THAT CAME INTO EFFECT IN FEBRUARY 2003 AND THIS HAS CREATED AN UNFAIR COMPETITIVE SITUATION FOR COMPANIES WHO HAVE COMPLIED WITH THE REQUIREMENTS. WE ALSO INTEND TO PRESENT OUR PRELIMINARY PLANS FOR UPDATING TTHE ASSOCIATION'S DEVELOPMENT OF A GENERIC REAR IMPACT GUARD PROGRAM TO MEET THE REQUIREMENTS OF THE NEW REGULATION CMVSS223. TC WILL BE ASKED IF THEY HAVE AN INTEREST IN BECOMING A STAKEHOLDER TO THE RESARCH AND TESTING THAT WILL TAKE PLACE LATER THIS YEAR. IN ADDITION, DURING THE MEETING IN OTTAWA WE INTEND TO ASK TC TO CONSIDER ISSUING AN NATIONAL SAFETY MARK(NSM) TO QUALIFIED US COMMERCIAL VEHICLE MANUFACTURERS WHO HAVE SUCCEEDED IN ACHIEVING PRE-CLEARANCE STATUS INTO THE CANADIAN MARKETPLACE.
