Subject Matter: Retrospective: | During the past 6 months period, the Association has submitted full comments to the CCME Secretariat and to Environment Canada on the proposed CCME Municipal Wastewater Effluents Strategy and the Federal Regulatory Environment accompanying this, as requested int he public consultation. We have also sent letters to the Minister of Environment and Minister of Natural Resources concerning the position of the Association on behalf of its members, that the management of wastewater effluents, being examined through the Canadian Council Of Ministers of Environment must be practical, effective and at the same time recognize the inability of the more than 4000 services across the country to make rapid changes to their infrastructure and technologies applied, other letters to the same Ministers have pointed out that the proposed changes in the manner that wastewater effluents are to be managed will increase the production of biosolids, the public acceptability of which is in doubt and the need for federal leadership in recognizing that biosolids are environmentally beneficial products the use of which can benefit our national goals of promoting sustainable economic and environmental development. We have completed the work on the development of the Guideline for the Application of HACCP to Municipal Drinking Water Systems and reports have been provided to Agriculture and Agrifood Canada. CWWA has also written to both Ministers of Environment and of Natural Resources seeking their assistance in prohibiting the sale of toilets that flush at more than 6 L, in the interests of sustainable development and water conservation. Contacts have been maintained with the staff of these three Departments on technical matters relating to proposed regulations published in the Canada Gazette Part I. Separately we have submitted comments on 4 proposed drinking water parameters published by Health Canada for comment and reference to the Federal Provincial Territorial Drinking Water Committee which is the first of two levels of federal-provincial-territorial decision making in the area of drinking water quality. | ||||||||||||||||||
Subject Matter: Prospective: | For the coming 6 months, we expect to continue responding to public consultations on the CCME MWWE Strategy and the Federal Regulatory Framework. We shall continue to encourage the Ministers of Environment and Natural Resources to recognize the value of biosolids as a product of wastewater treatment systems. We expect, from time to time to respond to calls for comments on new drinking water parameters to be published for comment by Health Canada on behalf of the Federal Provincial Territorial Drinking Water Committee, and to the proposed strategy to manage wastewater treatment effluents published by the Canadian Council of Ministers of Environment that includes the federal Minister of Environment. CWWA will also be participating in the work of the proposed National RoundTable on Sustainable Municipal Infrastructure led by Engineers Canada. It is possible that we will provide comments on Bills C 51 and 52, recently tabled in he House of Commons on Amendments to the Food and Drug Act and on An Act to Promote Consumer Product Safety. | ||||||||||||||||||
