Legislative Proposal, Bill or Resolution
- Bill C-32, Copyright Modernization Act, June 2, 2010 with respect to education, educational exceptions, technological neutrality, enabling language to allow Canada to ratify the World Intellectual Property Organization's two digital treaties, use of the Internet and liability for service providers, peer-to-peer networks, format shifting, 'user generated content', reduction in powers of copyright collectives and lessening of statutory damages / remedies for ingringement.
- Province of Ontario's agreement to implement the federal Harmonized Sales Tax to ensure that its implementation is consistent with other provinces and further to ensure that definitions related to the publishing industry are appropriate

- Competition Bureau: In 2009, legislation amended Sections 50, 51 and 61 of the Competition Act. The amendments came into force March 12, 2010. Our concern related/relates to amendments on Misleading Advertising, on offering of discounts, on price stickering to advocate for more flexibility in interpretation by Bureau Officers in the relevent Branches in particular in times of turbulent exchange rates, and as well, to amendments related to Price Discrimination and Price Maintenance.

- Canada's participation at the World Intellectual Property Organization (WIPO) copyright and SCCR meetings for 2009 respecting potential treaty negotiations for Visually Impaired Persons
Regulation
- Book Importation Regulations to Canada's Copyright Act with regard to Exclusive Distributors and an interpretive ruling on the regulations as they may apply to restrictions on importation of digital content
- Legal Deposit of Publications regulation respecting deposit of electronic works at Library and Archives Canada to ensure that implementation will be phased and that there will be ongoing consultation with the publishing sector in this regard.

Description of the organization's activities
The Council is a national English-language trade association representing publishers of general interest books for all ages, textbooks for all levels of education, online databases, e-books, and professional and reference works. The association was founded in 1910 as a section of the Toronto Board of Trade. The Council conducts research, collects market statistics, liaises with government Departments and agencies responsible for policy relevant to publishing -- including but not limited to international trade, tax, copyright, competition law, and technology. It endeavours to assist ALL Canadians in the use of intellectual property. The Council is active in several industry domestic and international organizations at a Member or Director level. The Executive Director sits on the International Publishers' Association Copyright Council (IPACC) and is Chair of the Canadian Copyright Institute.
